A Business Solution Provider resells Meta's WhatsApp Business Platform. Meta charges them per delivered message at published rates; they charge you a bundle that also covers their dashboard, support and margin. Nothing is wrong with paying for software — but the message cost and the software cost arrive as one number, so the split is rarely visible.
Meta stopped charging for service messages on 1 November 2024. A service message is a reply sent inside the 24-hour window that opens when a customer messages you first. If your invoice prices them, you are paying your provider for something Meta supplies at no cost.

Businesses that mostly reply to inbound queries send a large share of their utility traffic inside it — which is why the slider on this page changes the total so sharply.
